The job: running the estate day to day
A property management officer patrols the building and follows up maintenance and cleaning daily, checks communal facilities, handles residents' enquiries and complaints, and coordinates the work of security, cleaning and maintenance contractors. They prepare owners' corporation meeting papers, control the management fee budget, and put emergency arrangements in place during typhoons, rainstorms and other incidents. When a lift breaks down or a pipe bursts, they coordinate urgent repairs, inform residents and keep a written record for follow-up. The role faces residents, contractors, the owners' corporation and regulators at once, so communication, record-keeping and quick thinking are everyday requirements.
The gate: licensing under Cap. 626
Property management services are subject to statutory licensing. The Property Management Services Ordinance (Cap. 626) established the Property Management Services Authority to regulate companies and practitioners. The licensing regime took effect on 1 August 2020 with a three-year transition, and from 1 August 2023 providing property management services without a licence is an offence. Owners or owners' organisations giving free advice on managing their own property are generally not caught, but employed staff in managerial and supervisory roles who provide property management services must be licensed.
Two licence tiers and the career ladder
Practitioner licences come in Tier 1 and Tier 2. Tier 1 requires a relevant bachelor's degree or above, relevant experience, and membership of a recognised professional body; Tier 2 requires an associate degree, diploma or above plus relevant experience. A graduate holding a specified property management associate degree or diploma can apply for a Tier 2 licence after one year of experience under the supervision of a Tier 1 licence holder, and with further study, professional body membership and experience can apply for a Tier 1 licence.
