From October 1842, the Hong Kong government long implemented a racially discriminatory curfew policy, requiring Chinese to carry lanterns when going out at night, prohibiting those without passes from going out at night, and arresting and prosecuting those who violated the rules according to law.

On 4 October 1842, William Caine, Chief Magistrate, issued an order requiring Chinese (except night watchmen) not to leave their dwellings after 11 p.m., marking the beginning of the curfew in Hong Kong.
