1848年11月，港督文鹹因應嚴重的財政赤字，指令所有公共工程一律停工；同年港府本地收入為25,072英鎊，連同英國撥款40,302英鎊，總收入共65,374英鎊，支出則為62,309英鎊。

In November 1848, Governor Bonham ordered a halt to all public works in response to a severe fiscal deficit; that year the Hong Kong government's local revenue was £25,072, which together with a British grant of £40,302 gave total revenue of £65,374, while expenditure was £62,309.
