1865年7月1日，港府就偽造貨幣頒行一條條例，最高刑罰為終身監禁；任何人未經合法授權而售賣、購入、行使、運送或持有明知屬偽幣的貨幣，即屬違法，可處罰款。

On 1 July 1865, the Hong Kong Government issued an ordinance on currency counterfeiting, with a maximum penalty of life imprisonment; anyone who without lawful authority sold, purchased, uttered, transported or possessed currency known to be counterfeit was guilty of an offence and liable to a fine.
