On 8 November 1878, four Hong Kong merchants, Tse Tat-shing, Sze Sang-kai, Fung Po-hei and Lo Kang-yeung, jointly petitioned Governor Hennessy for permission to raise funds and offer rewards to investigate the crime of abduction, and that day was later designated as the founding anniversary of the Po Leung Kuk.
