On 14 December 1878, Hennessy, as Governor, appointed Ng Choy (Wu Ting-fang) as a Justice of the Peace, making him the first Chinese to receive this position since the founding of Hong Kong.

On 25 December 1878, a fire broke out on Hing Lung Street in Central, spreading to Queen's Road Central, Stanley Street and Wellington Street, destroying 368 houses with property losses of about $1 million.
