On 4 November 1884, 34 non-Chinese businessmen and Legislative Council members gathered at the City Hall for a meeting and jointly proposed the establishment of the Hong Kong Jockey Club, with the aim of having horse racing in Hong Kong coordinated by a long-standing organisation.
