On 3 July 1903, the Hong Kong government published a revised version of the Code of Aid for Grant Schools, abolishing the previous mechanism of determining funding eligibility based on student performance and replacing it with assessment based on reports submitted by inspectors after visits, effective from 1 January 1904.

On 17 July 1903, the Hong Kong Government enacted a wireless telegraphy regulation granting the Governor the power to license wireless telegraphy stations, this being Hong Kong's earliest regulatory legislation on radio.
