On 30 July 1921, Lau Chu-pak, an unofficial member of the Hong Kong Legislative Council, together with Ho Fook, chaired the first local meeting on the issue of keeping mui tsai; afterwards they established the Society for the Protection of Mui Tsai to monitor abuse of mui tsai in cooperation with the Po Leung Kuk.
