On 3 April 1926, the Hong Kong Government sent personnel to Canton to join the British Consul-General in Canton in negotiations with representatives of the Canton Nationalist Government over the strike; the two sides held five rounds of meetings before 23 July but reached no consensus.

On 16 April 1926, union representatives from various trades in Hong Kong gathered in Canton for a nine-day meeting, during which a resolution was passed to form the Hong Kong General Labour Union in support of the Canton–Hong Kong General Strike.
