From 12 noon on 9 November, the Executive Council together with the Governor amended the regulations to prohibit any person except the Treasurer or persons authorised by him from exporting Hong Kong silver coins, silver ingots, Mexican silver dollars and British silver dollars to any place.

In 1935, the Hong Kong Government promulgated an ordinance providing that the Treasurer had the power to issue one-dollar notes, which were legal tender, and that the Treasurer had to establish an issue guarantee fund as a reserve.
