On 18 March 1938, the Hong Kong office of the Central Bank of China officially began operating; the Ministry of Finance of the Nationalist Government stipulated that domestic banks applying to purchase foreign exchange should apply to the head office of the Central Bank of China or its office in Hong Kong.

1938年3月22日，省港公路通車；九龍關公佈章程，在港深邊界設置文錦渡分卡，所有經過該公路邊界的車輛均受其管理。
On 22 March 1938, the Guangdong-Hong Kong highway opened to traffic; the Kowloon Customs announced regulations establishing a Man Kam To sub-station at the Hong Kong-Shenzhen border, with all vehicles crossing the border via the highway placed under its administration.
