On 1 July 1940, the Hong Kong Government launched a compulsory evacuation scheme to send away British women and children remaining in Hong Kong, with the first batch of 1,640 leaving via Manila for Australia.

On 19 July 1940, the British Chiefs of Staff Committee submitted a report titled that study document, stating that Hong Kong was not part of Britain's core interests and that the garrison could not resist a Japanese attack for long, but that abandoning Hong Kong immediately would damage British prestige.
