On 29 November 1940, the Hong Kong Government implemented immigration control: persons intending to transit or settle in Hong Kong had to produce a passport issued by their own government, or an entry certificate issued by the Hong Kong Government; local residents entering Hong Kong had to hold a pass issued by the Hong Kong Government.
