1949年12月19日，陳納德與魏勞爾以民航空運公司負責人的名義，向香港高等法院遞交申請，尋求接管兩航存放於香港的飛機及其他資產；該公司早前已在美國完成註冊，兩人並指台灣當局已將上述資產轉讓給該公司。
On 19 December 1949, Claire Chennault and Whiting Willauer, in the name of heads of Civil Air Transport, filed an application with the Hong Kong High Court seeking to take over the aircraft and other assets of the two airlines stored in Hong Kong; the company had earlier completed registration in the United States, and the two stated that the Taiwan authorities had already transferred the said assets to the company.

1949年12月24日，1500名左右的電車公司職工發起怠工，抗議資方無意改善薪酬與津貼；他們繼續開動電車接載乘客，但未有收取車資，令乘客得以免費乘車。
On 24 December 1949, about 1,500 tram company workers launched a go-slow, protesting the management's unwillingness to improve pay and allowances; they continued to operate trams carrying passengers but did not collect fares, allowing passengers to ride free.

1949-12-28 · 銅鑼灣羅素街
一九四九年十二月二十八日，電車工人怠工行動仍未停止，營運方下令把銅鑼灣羅素街的電車廠關上，車輛不再行駛，且將全部售票員辭退；這場工潮延續到一九五零年一月才告終。
On 28 December 1949, the tram workers' go-slow had still not stopped, and the operator ordered the tram depot on Russell Street in Causeway Bay to be closed, trams to cease running, and all conductors to be dismissed; the labour dispute continued until January 1950 before coming to an end.

On 30 December 1949, the Hong Kong Government promulgated a principal emergency regulation consolidating the emergency powers previously obtained under the Emergency Regulations Ordinance of 1922.
