1951年6月15日，港府依據一條邊境禁區相關法令，封鎖粵港邊界，並劃定涵蓋沙頭角中英街在內的禁區範圍，規定居民須持港府簽發的許可證方可進出。
On 15 June 1951, the Hong Kong Government sealed the Guangdong-Hong Kong boundary under an order on frontier closed areas and delineated a closed area covering Chung Ying Street in Sha Tau Kok, requiring residents to hold permits issued by the Hong Kong Government for entry and exit.

港府於1951年6月22日頒布兩條相關的進出口禁令規例，分別針對進口與出口，同月25日起生效；清單涵蓋13類物品，許可證由工商業管理處處長簽發，無證者不得輸入或輸出，以配合聯合國及英國政府對中國的禁運政策。
On 22 June 1951, the Hong Kong Government promulgated two related import and export prohibition regulations, covering imports and exports respectively, effective from the 25th of the same month; the lists covered 13 categories of goods, licences were issued by the Director of Commerce and Industry, and no goods could be imported or exported without a licence, in line with the United Nations and British Government embargo policy towards China.
