1959年9月23日，香港政府頒布新規例，規定公務員一旦其財富與生活水準高於官職薪酬所能負擔，便須向港督作出合理解釋；若未能如此，港督將任命一個由三人組成之審裁小組展開調查，違規者會被即時革職。
On 23 September 1958, the Hong Kong government promulgated new regulations requiring civil servants whose wealth and standard of living exceeded what their official salary could support to give a reasonable explanation to the Governor; failing that, the Governor would appoint a three-member tribunal to investigate, and offenders would be summarily dismissed.
