On 12 February 1963, the Hong Kong Government announced a low-rent housing scheme, planning to grant a loan of $260 million to the Urban Council's Building Committee within ten years for the construction of low-rent housing in various districts of Hong Kong and Kowloon, expected to accommodate 300,000 people.
