On 7 July 1966, the Hong Kong Government agreed to the recommendations submitted the previous year by the Gambling Policy Advisory Committee, prohibiting illegal gambling such as off-course horse betting and greyhound racing beyond the existing legal forms of gambling, and permitting the Jockey Club to add racecourses.
