On 3 February 1967, the Hong Kong Government promulgated an amending ordinance providing that civil servants' pensions and retirement benefits would no longer follow the 90 per cent standard set in 1959, but would revert to being calculated in full on the basis of actual salary at the time of departure.

From 16 February 1967, the Hong Kong Government implemented different clearance arrangements for Macau identity card holders entering and leaving Hong Kong: they were processed in the same way as foreign passport holders, submitting a white form on entry and a yellow form on exit.
