Starting from 1 July 1970, the Urban Council implemented a new hawker management system, stipulating that upon the death of a licensee, the license must be returned and could not be transferred to others; however, for fixed-pitch licenses involving non-cooked food, the spouse (widow or widower) could apply for discretionary consideration; on the same day, the arrangement triggered hawker protests.

On 10 July 1970, the Hong Kong Government promulgated an ordinance providing for a monogamous marriage system from a date appointed by the Governor and registration under another ordinance; Chinese customary marriages could be regarded as valid, with supplementary registration or dissolution available, and the Governor subsequently appointed the ordinance to take effect on 7 October of the following year.

On 22 July 1970, the Hong Kong Government announced that equal pay for male and female nurses would be implemented in seven stages; female nurses received salary increases in seven phases from 1 April 1969, reaching the same pay level as male nurses by 1 April 1975; this group of female civil servants was the first to achieve equal pay for equal work.
