1977年2月10日，該委員會公佈調查結果，指出涉事斜坡於填土階段並無將泥土充分壓實，致使雨水得以從表層大量滲入。
On 10 February 1977, the committee announced its investigation findings, pointing out that the slope concerned had not been adequately compacted during the filling stage, allowing rainwater to seep in large quantities from the surface.
