On 1 November 1982, Prince of Wales Hospital in Sha Tin opened with 1,448 beds, mainly serving residents of the eastern New Territories, and was the first public hospital in Hong Kong with air conditioning throughout.

On 20 November 1982, Liao Chengzhi told a visiting delegation of the Federation of Hong Kong Industries in Beijing that China would resume the exercise of sovereignty over Hong Kong, that a Special Administrative Region would be established and run by Hong Kong people themselves, and that the system would remain unchanged.

On 23 November 1982, Harbour City in Tsim Sha Tsui, developed by Wharf Holdings, officially opened; the mixed-use development comprised shopping malls, offices, hotels and residences, was the largest of its kind in Hong Kong at the time, and could accommodate 600 shops.
