Position and legal basis
The AMS is a volunteer uniformed service under the Security Bureau, established in 1950 and placed under its own Auxiliary Medical Service Ordinance (Cap. 517) before 1997. The Ordinance provides that the Service's establishment is determined by the Chief Executive, and its ranks, powers of appointment and promotion are set out in the Ordinance and its Schedules. Members serve voluntarily and part-time rather than as full-time civil servants, but can be mobilised in emergencies. Their routine work covers first aid at cycle tracks, country parks, major public events, Fire Services ambulance depots and methadone clinics, as well as paramedical support for hospitals and non-emergency ambulance transfers.
Entry gate and induction training
A Grade I Officer applicant must meet four criteria: be physically fit; hold Secondary 3 education or above and be able to read and write Chinese; be aged 16 to below 60, with written parental or guardian consent for ages 16 to 18; and be an HKSAR permanent resident. Applicants may attend a walk-in interview with the required documents, sit a Chinese written test on the spot if they cannot show proof of Chinese proficiency, and, once selected, undergo a medical examination by a commissioned clinic or institution. Induction training runs about 100 hours over roughly five to six months in weekday-evening and weekend modes, covering the organisation, national security education, first aid, discipline, squad drill, casualty handling, infection control and patient privacy. Before graduating, trainees must pass an occupational and physical fitness test (one-minute push-ups, 100-metre run or walk with a first aid rucksack, one-minute sit-ups, 30-second squat thrusts and an 800-metre run or walk in six minutes) plus assessments in first aid, Chinese-style foot drill and ambulance aid.
Continuing training and terms of service
Graduated members are posted to units and must keep attending about two regular sessions a month, around six hours in total, one on a Sunday morning and one on a weekday evening, with training centres across the territory including the outlying islands so members can train near home; they may also join centralised courses in driving, leadership, management, life-saving and methadone clinic management at their own pace. On service requirements, members must complete 60 hours or 60% of the year's regular training hours and sit a Proficiency Examination each year unless exempted, and failing the examination for two consecutive years or being absent without good reason may lead to discharge; a member who leaves within one year of finishing induction training without reasonable excuse may be required to repay its reasonable costs. On pay, members receive pay for attending training, emergency duty or duty performed at the Commissioner's request, and a ration allowance for duty of eight hours or more without provided meals or rations; the amounts are set officially and no figures are printed here.
