What the role covers
The role spans design, construction and commissioning: designing air conditioning and ventilation, fire services, plumbing and drainage, power and lift systems; calculating loads and selecting equipment; drawing and coordinating plans; approving material samples; supervising installation; and finally testing and commissioning. Because an M&E error can affect fire, electrical and water safety, the discipline must work closely with structural and architectural professionals. Throughout, the work must comply with the relevant statutory requirements and codes of practice so that services fit together without clashing.
Two gates: HKIE membership then RPE registration
The first gate is HKIE membership: an accredited honours degree, adequate training (such as Scheme A), sufficient responsible experience and a pass in the Professional Assessment. The second is registration with the ERB as an RPE: an acceptable qualification, one year of relevant post-qualification professional experience before applying, and ordinary residence in Hong Kong. The HKIE and the ERB have distinct roles — the Institution assesses professional competence, while the Board handles statutory registration. Scheme A training normally lasts two years for most disciplines, and the Professional Assessment has both an interview and a writing component.
Discipline, reality and pay basis
Building services is one of the HKIE's engineering disciplines, and an RPE must be registered in a designated discipline to sign documents on regulated works. Demand tracks major infrastructure and building repair and upgrading. On pay, there is no uniform official scale in the private sector — the employer decides — while government engineer posts follow the civil-service Master Pay Scale. The Institution also expects its members to undertake continuing professional development annually so as to maintain their professional standing and technical competence.
