What the role covers
Building surveyors do not build new towers; they look after existing buildings: condition surveys assessing structure and installations; preparing repair, alteration and addition plans; safety inspection and compliance review; and handling disputes over water seepage, unauthorised works and repair responsibility, as well as advising under statutory schemes such as mandatory building and window inspection. The work involves site inspection, report writing and coordination with multiple bodies and professions. The role also involves dealing with owners, owners' corporations and government departments on compliance matters.
HKIS membership and assessment
HKIS membership is graded; Member (MHKIS) and Fellow (FHKIS) are the corporate classes, and the Institute is divided by profession into six divisions, including building surveying. Generally, an applicant obtains an approved qualification, joins as a probationer, completes a minimum of 24 months' training depending on the division, and satisfies the relevant assessments before election is considered; there is also a reciprocal-recognition route. The building surveying APC requires a documented log book of approved practical training and at least 20 hours a year of pre-qualification structured learning.
Registered Professional Surveyor and the reality
To practise in a registered capacity, you apply under the Surveyors Registration Ordinance (Cap. 417) to the Surveyors Registration Board to become a Registered Professional Surveyor, meeting conditions such as being ordinarily resident in Hong Kong, competent to practise in the relevant division, not subject to a disqualifying disciplinary order, and being a fit and proper person. Demand is tied to ageing buildings, repair and safety regulation. Government building surveyor pay follows the civil-service scale, while private-sector pay is set by the employer.
