Main duties
The CAS is a government auxiliary emergency service whose duty is to provide civil support in emergencies. During typhoons, flooding or landslips, members carry out emergency tasks, search for and rescue people in distress in the hills, and help evacuate or rescue those trapped under collapsed buildings or in landslips; they also fight vegetation fires and help with youth training. The work carries clear seasonal and weather risk, and call-outs can mean long hours outdoors in harsh conditions. Call-outs are often triggered by weather warnings such as typhoons and rainstorms.
Entry conditions and training
A Grade I member must be at least 16 (with written parental or guardian consent if under 18), a permanent resident of the HKSAR, able to speak Cantonese and read and write Chinese, a Form 3 graduate or above, and must pass the government-specified medical examination and functional and fitness tests. A Grade IV officer must be at least 18 and hold a bachelor's degree or above. On training, a Grade I member completes the Certificate in Auxiliary Forces Basic Training (Civil Defence) at QF Level 3, while a Grade IV officer completes the CAS Officer Qualifying Course.
Allowances and recruitment
CAS members are not civil servants. Members who attend training or perform duties are eligible for allowances under the Auxiliary Forces Pay and Allowances Ordinance (Cap. 254), with the amounts set by the government. On recruitment, the CAS accepts enrolment applications year-round via its online platform or by form, and also holds specified on-site recruitment days, where applicants must bring the originals of their identity card and academic certificates. The functional and fitness test includes items such as push-ups, with the passing standards set by the CAS.
