The work and equipment
Commercial divers are employed to do engineering work underwater: inspecting and repairing pier piles, hulls, seabed pipelines and waterworks facilities, and sometimes welding, cutting or installation. Equipment is mainly either self-contained breathing apparatus or surface-supplied systems, chosen according to depth, duration and the task. Deeper or longer jobs bring in mixed-gas or bell diving, and the depths and modes a diver can work directly shape the jobs they can take. Underwater visibility, currents and temperature also affect what can be done safely.
The gate: the Labour Department's Code of Practice
There is no single statutory licence for commercial divers in Hong Kong, but the Labour Department has issued its Code of Practice for industrial diving under section 7A(1) of the Factories and Industrial Undertakings Ordinance (Cap. 59). It requires a valid certificate of medical fitness to dive and lays down rules on diving modes, communication, decompression and emergencies. The Code applies to diving contractors, diving supervisors and divers and is the main basis for judging whether an operation is safe and compliant. In practice, employers also expect verifiable professional diving training and experience.
Diving team, decompression and records
An industrial dive is a team effort: the diving supervisor plans and directs, the diver works underwater, and surface support staff supply gas, monitor and communicate. Decompression is critical; the Code requires dives to follow decompression tables and, where necessary, provides for a recompression chamber and treatment procedures. After the dive, the Diving Operations Log Book, the Diver's Log Book and equipment records must be completed as evidence of safety and accountability. These records also help plan later dives and investigate any incident.
