海關督察主要領導及參與與稅收保障、反毒品、反走私及知識產權保護有關的執法工作，並協助高級督察處理人員管理與辦公室行政，督導下屬的工作。他們受《香港海關條例》規管，須穿制服、佩帶槍械、輪班工作，並可能被派往香港特別行政區以外地方執行職務，執行職務時的紀律與操守要求嚴格。
入職學歷設三條路線：持有學士學位並在綜合招聘考試中文運用及英文運用取得「一級」成績；或持有學士學位／認可副學士學位／高級文憑並符合指定語文要求；或在中學文憑考試五科取得第3級或以上，而中、英文達第2級或以上。此外，申請人須在《基本法及香港國安法》測試取得及格、能操流利粵語及英語、通過體能測驗及視力測驗，並在獲聘時為香港特別行政區永久性居民。
遴選分階段進行。先以小組討論考核申請人對時事的分析與表達，討論以粵語及英語進行；通過者進入筆試，第I部含英文、中文及能力傾向三卷（各三十題選擇題，三十分鐘），第II部為中英文各一題短文（各一小時）。其後為《基本法及香港國安法》測試、體能測驗及遴選面試。體能測驗包括立定跳遠、穿梯、靜態肌力及八百米跑四項。

A Customs Inspector mainly leads and takes part in law enforcement relating to revenue protection and collection, anti-narcotics, anti-smuggling and intellectual property rights protection, assists Senior Inspectors in staff management and office administration, and supervises the work of staff under their charge. They are subject to the Customs and Excise Service Ordinance, must wear uniform, carry firearms, work irregular hours and may be required to work outside the HKSAR. Because the work is enforcement work, discipline and conduct standards are strict.
There are three academic routes: a bachelor's degree with Level 1 in both Use of Chinese and Use of English in the Common Recruitment Examination; or a bachelor's degree, accredited associate degree or higher diploma with the specified language requirement; or Level 3 or above in five HKDSE subjects with Level 2 in Chinese and English. In addition, an applicant must pass the Basic Law and National Security Law Test, speak fluent Cantonese and English, pass the physical fitness test and the eyesight test, and be a permanent resident of the HKSAR at the time of appointment.
Selection runs in stages. A group discussion, conducted in Cantonese and English, tests analysis and expression on current affairs; those who pass proceed to the written examination, whose Part I has three papers — English, Chinese and aptitude, each of 30 multiple-choice questions in 30 minutes — and whose Part II comprises one essay question in English and one in Chinese, each an hour long. Then come the Basic Law and National Security Law Test, the physical fitness test and a selection interview. The physical fitness test covers standing long jump, ladder climb, static muscular strength and an 800-metre run.
