Scope of practice and its limits
A dental hygienist's work centres on prevention and support: scaling, removing calculus, polishing tooth surfaces, applying fluoride and sealants, explaining oral hygiene and helping assess gum condition. This work is done under a dentist's supervision. The role may not diagnose independently or carry out dentist-only treatment such as fillings. Knowing what one may and may not do is an important professional boundary in this field. Hygienists also advise patients on brushing, flossing and diet, and record the condition of the teeth and gums for the dentist.
The registration system from 2026
From 24 August 2026, the provisions of the Dentists Registration Ordinance (Cap. 156) on dental care professionals (DenCPs) came into effect, bringing dental hygienists into a new registration system. Part 12 and Schedule 3 set out their scope of practice and qualifications, and registrants' numbers begin with "RDH". Previously, enrolment was handled under the Ancillary Dental Workers (Dental Hygienists) Regulations. The new system is administered by the Dental Council of Hong Kong. Registration is a legal requirement for practice in this class.
Qualifications and continuing practice
Recognised qualifications include dental hygiene programmes run by local institutions. An applicant must complete a recognised programme and apply to the Dental Council of Hong Kong for registration as a dental care professional in the dental hygienist class. A registered dental hygienist must hold and annually renew a practising certificate, in line with the requirement for dentists. Because the work directly concerns patients' oral health, familiarity with infection control and instrument sterilisation is essential. Qualifications of registrants are kept on the Council's register.
