Qualification to be a Registered Energy Assessor
To become a Registered Energy Assessor, an applicant must first hold a professional standing accepted by the EMSD. One route is being a Registered Professional Engineer under the Engineers Registration Ordinance (Cap. 409) in the electrical, mechanical, environmental, building services or energy discipline with at least two years of post-qualification experience in building energy efficiency; another is being a corporate Member of the HKIE in those disciplines with at least three years of relevant experience; a third is being a professional member of the Hong Kong Institute of Qualified Environmental Professionals, also with at least three years of relevant experience. Registration lasts ten years and a disciplinary mechanism applies.
Energy audit requirements under the Ordinance
The Buildings Energy Efficiency Ordinance requires prescribed classes of buildings to undergo an energy audit at intervals of not more than 10 years. Currently this covers commercial buildings and the commercial portion of composite buildings; from 20 September 2026 the audited classes rise to eleven, covering education, community services, municipal, medical, government buildings, airport passenger terminals, railway stations and data centres, with the cycle shortened to five years and certain technical information to be published in the report after completion. Assessors work to the Code of Practice for Energy Audits and sign the relevant forms.
Industry reality and the nature of the work
Energy auditors combine fieldwork with data. They collect a building's energy bills, equipment lists and operating hours, then measure and inspect systems such as air-conditioning, lighting and lifts on site, identify waste, recommend efficiency measures with estimated payback, and verify savings after implementation. Practitioners mostly work for consulting firms, energy service companies, property and facilities management, and utilities. Because measured data cannot replace on-site inspection, field visits are required. As the Ordinance widens the classes of buildings requiring audits, demand for qualified assessors is expected to rise.
