The 4E requirements for AFP and CFP
The IFPHK uses the '4E' as the criteria for its AFP and CFP certifications: education, examination, experience and ethics. For AFP, an applicant must complete the AFP certification education programme, pass the CFP certification examination (Foundation Level), have one year of qualifying work experience and adhere to the Institute's Code of Professional Conduct and Responsibility. The education programme is 120 hours and the Foundation Level examination lasts three hours. CFP adds more advanced examinations and requirements on top of AFP, and achieving CFP automatically upgrades the holder to a CFP certificant.
Candidate registration and examination arrangements
To pursue AFP or CFP certification, a person must first register with the Institute as a candidate before enrolling in an accredited education course or registering for the examination; candidate status must be renewed annually until certification is obtained. The Foundation Level examination has about 95 to 100 multiple-choice questions with a three-hour duration, offered bilingually in English and Traditional Chinese, with the English version prevailing if the two differ. Holders of a recognised degree or certain professional qualifications may complete the education requirement by self-study under the industry or professional qualification pathway.
Separate licensing for selling products
Financial planner certification and product-selling licences are two separate systems. Designing a financial plan is a professional service, but actually selling investment products requires a Securities and Futures Commission licence, selling insurance products falls under the Insurance Authority, and MPF intermediaries have a separate registration arrangement. In other words, even with AFP or CFP certification, a person may not sell the relevant products without the appropriate licence. Practitioners must meet both the Institute's ethics code and the rules of the relevant licensing regime.
