English
Shared responsibility with the captain
A dispatcher is not the captain's assistant but a party that shares responsibility for the flight plan. The dispatcher combines forecasts and observations, the route, aircraft type and payload to calculate the fuel required and set the take-off and landing weight limits, reroutes or adjusts when weather or other factors change, and monitors the flight from departure to landing while staying in contact with the captain and air traffic control. The work sits in the airline's operations control centre, where a team may handle several flights at once and where unfinished items must be handed over clearly at shift changes.
Entry route and training
Hong Kong has no statutory dispatcher licence, so the barrier is the airline's own training and assessment. The occupation dictionary generally lists Secondary 5 / HKDSE, ideally one to two years of airline experience and good spoken English; in practice recruits usually move from flight operations, load control or flight co-ordination and then take the airline's dispatch course, and only work a desk alone after passing the assessment. Because dispatch decisions affect both safety and cost, training covers aircraft systems, meteorology, navigation and airline procedures and ends with written and practical examinations.
Shifts, systems and pressure
Flights run around the clock, so dispatchers work shifts, and typhoons or disruption force quick re-planning with the pressure concentrated in the moment of decision. The daily tools are flight-planning and monitoring systems, so computer literacy and reading English matter. Under the Air Navigation (Hong Kong) Order 1995 an operator needs an Air Operator's Certificate before flying public transport services, and its operations manual and staffing are regulated, so dispatch posts normally sit inside an approved operation. Dispatchers therefore work to the operator's approved procedures rather than personal preferences.
