What the law requires
Under the Buildings Ordinance, the prescribed qualification for a registered geotechnical engineer is registration as a registered professional engineer in the geotechnical discipline, plus one continuous year of recognised Hong Kong experience within the three years before applying. An application is lodged with the Buildings Department with supporting documents and, after a professional interview by the Geotechnical Engineers Registration Committee, the applicant may be recommended for the register, which the Engineers Registration Board maintains under the Engineers Registration Ordinance. The register protects the public by ensuring only qualified engineers sign off such designs.
From institution membership to registered engineer
Registration as a registered professional engineer (geotechnical) normally starts with membership of the Hong Kong Institution of Engineers. The geotechnical discipline requires at least twelve months of on-site geotechnical engineer experience, at least six months of it continuous full-time residence on a medium-sized project site, no more than four months supervising ground investigations, and a professional competence report and document package evidencing design, contract and supervision work. A candidate who cannot yet meet these requirements must keep working under supervision until the record is complete.
Design work and slope risk
The daily work covers ground investigation, analysis of soil, rock and groundwater, design of foundations, piles, retaining structures and slope protection, assessment of landslide risk and monitoring during construction. Hong Kong is hilly with frequent heavy rain, and slopes and foundations affect public safety, so designs must follow the codes and geotechnical standards and gain approval before construction. Landslides and groundwater remain risks that must be assessed continually, and engineers often attend site to check that construction matches the approved design.
