The job: cost, contracts and final accounts
A quantity surveyor does different work at each stage of a project: measurement and estimating before tender, and preparing tender documents; monthly measurement and assessment of a contractor's progress payments, dealing with variations and claims during construction; and the final account and contract close-out at completion. They also carry out cost forecasts and risk assessments for employers or contractors and coordinate with other professionals such as architects and engineers. The timetable follows the project cycle, and peak periods may mean pushing to finish tenders and accounts, so care, a feel for numbers and contract knowledge all matter.
The gate: a recognised qualification plus the professional assessment
To become a professional quantity surveyor, a candidate normally goes through the Hong Kong Institute of Surveyors' professional assessment scheme. The applicant must first obtain a recognised academic qualification, then join the institute as a probationer and take the professional assessment of the relevant division, such as quantity surveying; depending on the division's requirements, a probationer must complete at least 24 months of training and other assessments before membership is considered. A degree alone is therefore not enough: recognised practical training and passing the assessment are also required.
Professional registration and mutual recognition
After becoming a professional member, a quantity surveyor may apply to the Surveyors Registration Board for registration. The Surveyors Registration Ordinance (Cap. 417) provides the legal basis for registering professional surveyors, recognising divisions and disciplining the profession, and registered surveyors may use the title "registered professional surveyor". The Hong Kong Institute of Surveyors also holds mutual recognition agreements with professional bodies in places such as Australia, New Zealand, Singapore, the mainland, Japan and Canada, helping qualified surveyors practise across markets.
