The job: officiating and post-match reports
Refereeing depends heavily on judgement and fitness. During a match the referee keeps up with the tempo, judges fouls, offside and handball amid fast, physical play, and applies a consistent standard. Beyond blowing the whistle, the referee manages the mood of the game, separates players in a confrontation and shows yellow or red cards when necessary to protect them. Referees also coordinate with assistant referees and the fourth official, and handle substitutions and added time. After the match they write results and disciplinary reports recording goals, cautions, dismissals and any special incidents for the organiser, a system that demands accuracy and fairness.
The gate: referees course and fitness test
Hong Kong has no single statutory licence for referees; entry depends on the governing body's training and assessment. The Hong Kong Football Association holds a new referees course each summer, with limited places allocated first come, first served, covering the laws of the game, refereeing guidelines and practical sessions. Assessment combines written-test results, class performance and practical scores, and only those who pass become registered referees. Even then, a referee must pass pre-season and mid-season fitness tests each season, covering repeated-sprint ability and interval running, and only referees who pass are appointed to matches organised by the association, showing that fitness and discipline are long-term requirements.
Pathways: from local matches to the international stage
A referee advances by accumulating matches and assessment results. Young referees usually start with lower-division local matches, and those who perform consistently move up to higher-level leagues and cup competitions; some with potential are recommended for elite referee training or even nominated for overseas exchange. Beyond football, other sports have their own referee training and assessment systems. Referees typically officiate part time and are paid by the match, so many hold another job. To develop long term, a referee must keep studying the laws, maintain fitness and build experience in major competitions.
