1563年，福建巡撫譚綸與總兵戚繼光共同嚮明廷呈遞奏章，要求恢復水寨舊制；此後廣東地區共設六座水師寨，其中位於今日香港境內的佛堂門、龍船灣、大澳和浪淘灣四處汛地，歸南頭寨管轄，每處汛地駐守兵員逾二百名。
In 1563, the Fujian grand coordinator Tan Lun and the regional commander Qi Jiguang jointly submitted a memorial to the Ming court requesting the restoration of the old naval fortress system; thereafter Guangdong established six naval fortresses, among which the four garrisons of Fat Tong Mun, Lung Shuen Wan, Tai O and Longtao Wan within present-day Hong Kong were under the jurisdiction of Nantou Fort, each garrison stationing more than two hundred soldiers.
