The Letters Patent was issued by Queen Victoria on 5 April 1843; this document was also known as the Hong Kong Charter and established the Colony of Hong Kong.

1843年4月5日，維多利亞女王以《英皇制誥》亦即《香港憲章》宣告「香港殖民地」成立，並就香港之地位與政權性質作出確認；同時，該文件訂明設香港總督一職、賦予其廣泛統治權，亦原則上規定成立行政局（舊稱議政局）及立法局（舊稱定例局）。
On 5 April 1843, Queen Victoria declared the establishment of the Colony of Hong Kong by Letters Patent, also known as the Hong Kong Charter, confirming Hong Kong's status and the nature of its government; the document also provided for the office of Governor of Hong Kong, granted it extensive governing powers, and in principle provided for the establishment of an Executive Council (formerly known as the Executive Council) and a Legislative Council (formerly known as the Legislative Council).

On 6 April 1843, the British monarch issued instructions to the first Governor of Hong Kong, Pottinger, by Letters Patent, covering the organisation, powers and meeting procedures of the Executive Council and Legislative Council, as well as the appointment and removal of members and the form of legislation.
