1946年8月28日，港督楊慕琦對外發表名為「楊慕琦計劃」的政制改革方案，內容提出成立一個涵蓋港島、九龍及新九龍的市議會，議席總數為48個，其中部分經由華人與歐籍人士選舉產生，其餘則由專業團體提名。

On 28 August 1946, Governor Mark Young publicly announced a constitutional reform proposal known as the "Young Plan", which proposed the establishment of a municipal council covering Hong Kong Island, Kowloon and New Kowloon with a total of 48 seats, some elected by Chinese and European residents and the rest nominated by professional bodies.

1946-08-30 · 中環和平紀念碑

1946年8月30日，香港政府在中環和平紀念碑前舉行第一屆「重光紀念日」儀式，並公佈自該年起，每年8月30日定為公眾假期。

On 30 August 1946, the Hong Kong government held the first "Liberation Day" ceremony in front of the Cenotaph in Central and announced that 30 August would be a public holiday each year from that year onwards.
