On 15 November 1948, the Sanitary Department launched Hong Kong's first territory-wide cleansing campaign, lasting two weeks and focusing on curbing indiscriminate defecation in the streets and the dumping of waste, regarded as the starting point of the Keep Hong Kong Clean campaign.
