1960年5月6日，新界降下暴雨，大埔、元朗及上水三地受災嚴重，導致至少七人死亡，約5300英畝稻田與1300英畝菜田被水浸沒，財物損失合共300萬元。
On 6 May 1960, torrential rain fell in the New Territories, causing severe damage in Tai Po, Yuen Long and Sheung Shui, with at least seven deaths, about 5,300 acres of paddy fields and 1,300 acres of vegetable fields submerged, and total property losses of $3 million.

1960年5月13日，香港政府公布一份關於九龍東北部發展的草圖文件，並就該文件諮詢公眾；此規劃涉及逾1300英畝土地，估計能容納六十多萬人，九龍寨城同樣被納入範圍。
On 13 May 1960, the Hong Kong Government published a draft plan for the development of northeastern Kowloon and consulted the public on it; the plan covered over 1,300 acres, was estimated to accommodate more than 600,000 people, and also included Kowloon Walled City within its scope.
