On 10 May 1965, over a hundred depositors of Kwong Tung Trust Bank went to Government House to voice their demands, hoping the authorities would not approve the bank's liquidation and would recover all their deposits; the situation later escalated into a riot, and nine people were arrested by police.

On 28 May 1965, the Hong Kong Government issued new rules for dancing schools: such schools were required to obtain licences and to have adequate lighting in order to prevent immoral conduct; the requirements were contained in an amending ordinance promulgated that day.
