On 6 May 1966, the Hong Kong Government implemented an amending ordinance abolishing the requirement that voters know English, relaxing the voting qualifications for Urban Council elections, adding new categories of voters based on social contribution, professional qualifications and education level, and stipulating at least three years' residence in Hong Kong.
