自1979年7月10日起，廣東省公安廳宣佈，港澳居民今後將獲簽發有效期三年、可多次往返的回鄉證，單次有效的回鄉介紹書則停止採用。
From 10 July 1979, the Guangdong Provincial Public Security Department announced that Hong Kong and Macao residents would be issued Home Visit Permits valid for three years for multiple journeys, and the single-journey Home Visit Introduction Letter would no longer be used.

1979年7月21日，與會之65國代表達成共識，接納香港等六個國家或地區作為第一收容港，並無條件收容越南難民。
On 21 July 1979, representatives of the 65 participating countries reached a consensus to accept Hong Kong and five other countries or territories as first ports of asylum and to admit Vietnamese refugees unconditionally.
