Deng Xiaoping stressed that whether Hong Kong could remain prosperous in future depended on whether China, after resuming the exercise of sovereignty over Hong Kong and bringing it within its governance, could implement measures suited to local conditions, and that the existing political and economic systems and even the vast majority of laws could continue.
In response to the views held by Margaret Thatcher, Deng Xiaoping stated during their meeting that China would resume the exercise of sovereignty over Hong Kong in 1997, and that the territory involved included not only the New Territories but also Hong Kong Island and Kowloon.
The Chinese government also made clear to the British side that after resuming the exercise of sovereignty over Hong Kong in 1997, it would implement a series of special arrangements, including establishing a Hong Kong Special Administrative Region, letting local Chinese administer it, and preserving the existing economic, social and legal systems and way of life.
