On 26 August 1983, the Hong Kong Government appointed Maria Tam, Lee Quo-wei, and Chen Shou-lin to the Executive Council as unofficial members.

Tam Wai-chu was formerly a member of the Executive Council, the Legislative Council, the Urban Council and a District Council, and was the first person in Hong Kong to have held seats in all four of these councils.
