Entering the trade and farmland rules
Hong Kong has no single farmer licence, and farming does not begin with a single certificate. The key lies in land and structures: building agricultural structures such as greenhouses, livestock sheds, fish ponds or store rooms on leasehold private agricultural land requires a Letter of Approval for Agricultural Structures from the Lands Department, plus Certificates of Exemption for building, site formation and drainage works before work starts. The AFCD receives the applications for the Letter of Approval and Certificates of Exemption on the Lands Department's behalf and processes them concurrently before the Lands Department considers them.
Accredited farms and organic farming
To raise vegetable quality and market recognition, the AFCD and the VMO jointly run the Accredited Farm Scheme. On application, the AFCD assesses farm management, horticultural practice, pesticide use and pesticide residue test results before granting accreditation. Accredited produce must be wholesaled through the VMO and is identified by specially marked basket cards. For organic farming, farmers can get technical and marketing support from the AFCD, the VMO and the Federation of Vegetable Marketing Co-operative Societies, and may obtain independent organic certification.
Market reality and support
Local agricultural output is limited and local vegetables account for only a small share of fresh vegetable consumption, so farmers face production risks from weather, pests and disease as well as sales-channel and cost pressure. Through channels such as the Sustainable Agricultural Development Fund, the government supports practical projects, technology transfer and research that raise productivity and competitiveness. Those entering usually rent farmland first, learn cultivation techniques and gradually build sales and co-operative networks, often starting with training, placements and exchange activities run by the AFCD or related bodies.
