Licensing requirements for marine fish culture
The Marine Fish Culture Ordinance (Cap. 353) requires all marine fish culture to operate under licence within designated fish culture zones, and unlicensed operation is not permitted. There are currently 28 zones occupying about 650 hectares with some 907 licensed operators; most farms are small and family-based, typically with one or two rafts. Marine fish culture licences have been transferable since June 2002, and the AFCD has launched a digital licensing platform to help licensees manage their licences. Operators must hold a licence before stocking a raft.
Pond fish and oyster culture
Pond fish culture clusters in the north-west New Territories, with freshwater and brackish ponds. In 2025 local inland ponds covered about 1,115 hectares and produced about 1,518 tonnes of freshwater fish; about 88 per cent of farms used polyculture, while the rest farmed carnivorous species such as groupers and seabreams alone. Fry are usually stocked in early spring and most species reach marketable size in eight to twelve months. Oyster culture is practised on the intertidal mudflats of Deep Bay, and some farmers in recent years have fattened medium-sized oysters imported from the Mainland, mostly using the raft and basket method.
Support, risks and industry reality
The AFCD provides fish farmers with technical support, training, extension services and loans, and promotes modernised pond fish aquaculture and good aquaculture practices; the trade can also apply to the Sustainable Fisheries Development Fund to adopt sustainable, high-value-added operations. The risks are direct: red tides can cause mass fish deaths, low dissolved oxygen and deteriorating water quality affect growth, and typhoons and sudden weather changes can damage facilities. The AFCD also runs the 'Fish + Fun' scheme, allowing accredited rafts and inland fish farms to offer recreational fishing and educational guided tours, opening up income sources.
