Statutory framework and contractor classes
FSI contractors are classified by the Fire Services Department into three classes. Class 1 may install, maintain, repair and inspect installations that detect smoke or fire through electrical circuits or apparatus and give an audible alarm; Class 2 may handle pipes carrying water or extinguishing agents and various electrical apparatus, covering sprinklers, hydrants and hose reels, emergency lighting and more; Class 3 may maintain, repair and inspect portable equipment such as fire extinguishers. Owners must keep installations in efficient working order and have them inspected by a registered contractor at least once every 12 months; the contractor must issue an FS 251 certificate within 14 days of completing work.
Voluntary recognition scheme for FSI technicians
Since August 2021 the Fire Services Department has run the Voluntary Recognition Scheme for FSI Technicians to raise the professionalism of FSI maintenance practitioners. A candidate must have at least five years of FSI maintenance work experience and an employer's written recommendation, then complete two compulsory modules (Modules 1 and 2) and any one elective module (Modules 3 to 8) to be recognised as an FSI technician. Without amending legislation, the scheme drives professionalisation through training and recognition, with the VTC as the first accredited training body.
Work risks and industry reality
An FSI technician's work bears directly on building fire safety, and whether inspection and maintenance are done properly affects evacuation and firefighting during a fire. The job requires familiarity with relevant codes and standards and, under the contractor's arrangement, field visits to different properties. Industry guidance notes that if designated FSI must be temporarily shut down for maintenance, inspection or repair and the work is expected to run overnight or exceed 24 hours, the contractor must notify the Fire Services Department as soon as possible so contingency plans can be made. Technicians are usually employed by licensed fire engineering companies and may move towards supervisory or instructor roles with experience.
