The statutory registration regime
Under the Gas Safety (Registration of Gas Installers and Gas Contractors) Regulations (Cap. 51), only a registered gas installer may personally carry out gas installation work, and the installer must be employed by a registered gas contractor. The work covers the fabrication, connection, disconnection, testing, commissioning, maintenance, repair and replacement of pipework and appliances, so work cannot lawfully be done without registration. This is a hard statutory barrier enforced by the Electrical and Mechanical Services Department. Registration is therefore a precondition for any hands-on gas work, not an optional credential.
Eight classes and prescribed qualifications
The regulations define eight classes of registration, covering domestic single-bottle cookers, residential service and consumer pipes, non-domestic installations and gas appliances used in industrial processes, and an applicant may apply for more than one. Each class has prescribed qualifications, such as specified Vocational Training Council gas application modules plus three to twenty-four months of relevant practical experience, depending on the class. Holding more than one class widens the range of work the installer may personally carry out, so many tradesmen build up several classes over time.
Application process and daily work
Applicants submit a form and pay a fee to the EMSD and receive a registration card on approval, returning the card when changing class or retiring. The daily work includes installing and connecting town gas or LPG pipework, cookers and water heaters, checking and securing ventilation, and doing leak and safety tests. Because life safety is involved, procedures, records and test results must follow the safety requirements and be kept, and working without registration breaches the law and can endanger both users and the public.
